This module gives students an understanding of the processes and activities involved in co-ordinating the inter-organisational response required in managing emergencies. The need for collaboration in response to major emergencies is clearly evident. Accomplishing such collaboration among disparate and diverse agencies and individuals is not always easy. The means by which this might be accomplished and the issues encountered in achieving effective collaboration are considered in this module. | |||||||||||||||||||||||||||||||||||||

1. Determine and critique a theoretical framework for the management and co-ordination of inter-organisational response to emergency management 2. Verify the key socio-cultural issues which are significant when co-ordinating an inter-organisational response to emergencies 3. Critique the key applied and theoretical studies of collaborative work and inter-organisational responses to emergencies 4. Introduction. Introduction to the two aspects of the module, the theoretical and the applied.Concepts of society - a sociology of groups and organisations, risk society. Part 1 (a). Culture – An investigation of culture in inter-organisational workIssues of class, poverty, gender, race and ethnicity – the role of the media. Part 1 (b). Power and Control – A consideration of power and control in collaborative work – theState, social movements and NGOs, individuals and organisations. Part 2 (a). Organisational Response – A review of the organisation and the emergency response functions of the Principal Response Agencies in Ireland and the various mechanisms for their interaction with industry.. Part 2 (b). Lead Agency – A discussion on determination/designation of Lead Agencies, the specific coordination function associated with the Lead Agency role and the requirements for coordination centres.. Part 2 (c).
