Established in 2001, the Centre for International Studies at DCU seeks to co-ordinate and promote research, learning and training in the field of international studies. Sited in the School of Law and Government, CIS takes an interdisciplinary approach to international studies. This newsletter aims to keep up to date with what is happening at the Centre.

Fulbright Scholar Award

Dr. Karen Devine has been granted a Fulbright Scholar Award for 2012-2013. Dr. Devine will spend one year at the Department of Political Science at Columbia University in the City of New York undertaking comparative research on the role of patriotism as a driver of public opinion on foreign policy in the United States of America and Ireland. The research builds on her earlier critical constructivist work showing that patriotism is a significant predictor of Irish public opinion on neutrality (2008) and her more recent presentation at the International Studies Association (ISA) Annual Conference in San Diego of the first comparative case-study of US and Irish public opinion showing that patriotism is also the biggest factor driving US public foreign policy attitudes.

CIS STAFF NEWS

A European Commission-funded study on the protection of the rights of posted workers, on which Dr Doherty acted as the National Expert for Ireland, has been published. The study, Complementary study on the legal aspects of the posting of workers in the framework of the provision of services in the European Union (2012), was funded by the Commission to inform new legislative proposals on the effective implementation of Directive 96/71 on the posting of workers. These have now been published and can be accessed on the website of the DG Employment, Social Affairs & Inclusion.


Dr Donnacha Ó Beacháin travelled to the separatist and largely unrecognised republic of Abkhazia in March to prepare an evaluation of elections to the National Assembly. Dr Ó Beacháin interviewed many members of parliamentary incumbents and candidates along with the other key stakeholders including Abkhazia's Prime Minister and Foreign Minister and the head of the Central Election Commission. While there he also met with the Prime Minister of Tuvalu, one of the few UN member states to have recognised Abkhazia. As a result of the research trip, Dr Ó Beacháin compiled a report on the elections for the Irish Government's OSCE Taskforce. This research was funded by a grant awarded to Dr Ó Beacháin in December 2011 from IRCHSS and the Department of Foreign Affairs' Conflict Resolution Unit.

On 27 March, Donnacha Ó Beacháin participated in a day-long working meeting entitled "Setting the Agenda for Ukraine's Chairmanship of the OSCE in 2013". The event was organised by the National Institute for Strategic Studies in Ukraine, the Friedrich-Ebert-Foundation and the Institute for Euro-Atlantic Cooperation and invited guests from the Ukrainian Government, think-tanks, institutes, and diplomatic academies. Dr Ó Beacháin made a presentation outlining the background to and activities of the Irish Government's chairmanship of the OSCE this year with particular reference to the post-Soviet protracted conflicts.

 
CIS STAFF PUBLICATIONS

A special issue of Media, War & Conflict on 'Terrorism in Old and New Media' is available and free-to-access( details and ToC). All the articles in the special issue are currently free-to-access and all were originally presented at the Terrorism and New Media Conference in September 2010. Lisa McInerney and Dr Maura Conway were the editors of the special issue. They both co-signed 'What’s love got to do with it? Framing "JihadJane" in the US press' in the volume. Maura Conway also co wrote with Lorraine Bowman-Grieve, 'Exploring the form and function of dissident Irish Republican online discourses'.


Dr Francesco Cavatorta published with Dr. Emanuela Dalmasso? The never-ending Moroccan transition to democracy?, Contemporanea, Vol. 15, No. 2, pp. 314-319. 2012 (In Italian).

CONFERENCES PRESENTATIONS

Dr Niamh Gaynor presented at the British Political Studies Association annual conference on April 5th in Belfast a paper entitled "Plus ça change... Governance and Distributional Conflict in Burundi". PhD student Eamonn McConnon also presented with a paper entitled 'Securitisation of development or developmentalisation of security? The effects of the war on terror on DfID's development policy'.


Dr Francesco Cavatorta attended the ECPR Joint Sessions at Antwerpen University (dates) with a paper co-authored with Dr. Emanuela Dalmasso titled 'The role of women in Islamist movements in Morocco and Tunisia: negotiating new gender roles between the official political sphere and street protests'.


Dr Maura Conway chaired the International Studies Association Conference in San Diego a panel entitled 'International Communication Section' and handed the price of Distinguished Scholar Award 2012 to Prof. Manuel Castells.

 
PHD PROGRAMME NEWS

Juan Portillo was presenting a paper called "Electoral systems and pork-barrel politics: Evidence from Honduras", Friday, 13th April, at the Midwest Political Science Association's 70th Annual Conference.


Dawn Walsh will be presenting "Split allegiances, soccer and sectarianism: Is the FAI creating soccer sectarianism in Northern Ireland?" at The Conference on Sport, Conflict and Reconciliation in Liverpool Hope University, Saturday 28 April 2012.


Michelle O'Donnell Keating chaired a panel at the WIN@DCU event, "I am, in Business, in Community, in Politics…A Woman of Influence" on 23rd March 2012 (http://www4.dcu.ie/trust/win.shtml) She was also a guest speaker at the DCU Raise and Give Student Alumni Event on 5th April: discussing "Social Enterprise" (http://www4.dcu.ie/alumni/social_enterprise.shtml)

IASLA Space Law Moot Court Competition

Four Bachelor in Civil Law (BCL) students (Conor Campbell, Adam Assahli from BCL2 and Anna Murphy and Elaine Marum from BCL3) took part in the regional finals IASLA Space Law Moot Court Competition that took part in the University of Cambridge 25th-28th March. They won the prize for the Best Written Submissions in the Competition and came third in the Oral Submissions round.

CALL FOR PAPERS

SISP CONFERENCE, ROME, 13th - 15th September 2012

Paola Rivetti (DCU) and Rosita Di Peri (UNITO) are looking for submissions in the panel" the spring of Arab movements? The role of the movements in fostering political change in the Arab World", section "political participation and social movements" for the SISP ANNUAL CONFERENCE, in Rome, 13th - 15th September 2012. The submission deadline is 1st May 2012.

The panel calls for papers analysing the movements, which have organised and animated the Arab spring. The papers also are expected to provide the current debate on the Arab spring with novel and original perspectives both empirical and theoretical. The working languages of the panel are: English and French. In particular, we are looking for contributions examining:

* the social composition, the ideological identity, the values of the social/political movements/actors involved in the protests;

* the political strategies, the communication policies and the dynamics of conflict/cooperation/alliance with other groups adopted by the social/political movements/actors involved in the protests;

* the influence of the international context in shaping the protests and suggesting their contents, and the role of actors such as Diasporas and transnational networks of activists;

* the nature and the meaning of the revolts from a theoretical point of view, elaborating on the social movements theory or on the more classical instruments of the political science.

Political Studies Association of Ireland Postgraduate Conference 2012 22nd-23rd June, National University of Ireland, Maynooth

The PSAI Postgraduate Conference 2012 will be hosted at NUI Maynooth on 22nd and 23rd June 2012. The headline theme is 'Political Institutions: Continuity and Change'. In what ways have political institutions held on to their past traditions, customs and rituals? How are they currently responding to calls for political reform? However, as is the tradition of the PSAI Postgraduate Conference, we also welcome paper and panel proposals in any other area of politics and international relations, not just those relating to the conference's headline theme, and not just those with an Irish dimension. These might relate to topics including but not limited to:

* Political philosophy and theory

* Political parties and electoral studies

* Government and policy-making

* Local government and administration

* Political history

* Law and legal studies

* Political economy

* Social movements and civil society

* International relations

* Peace and conflict studies

PSAI members can also apply for financial support to help attend the postgraduate conference through the PSAI Postgraduate Support Scheme.
