Comment on Provisional Government

O’Higgins was later to characterise the Provisional Government as “eight young men in the City Hall standing amidst the ruins of one administration, with the foundations of another not yet laid, and the wild men screaming through the keyhole”.  First, it is peculiar that he says eight as there were eleven in the Provisional cabinet –  (perhaps some were not full members?).  Second, at this point in time, the ‘wild’ men were not screaming through the keyhole but it would not take long.
