DCU Professor Appointed to European Commission Special Panel on Child Safety Online
Professor James O’Higgins Norman, Director of the DCU Anti-Bullying Centre and UNESCO Chair on Bullying and Cyberbullying, has been appointed to a high-level European Commission Special Panel on Child Safety Online, convened by European Commission President Ursula von der Leyen.
This prestigious panel brings together leading experts from across Europe to provide independent, evidence-informed advice on how to create safer and more inclusive digital environments for children and young people. Its work will inform future EU policy in relation to social media, online platforms, and emerging digital technologies.
Professor O’Higgins Norman’s appointment reflects DCU’s strategic commitment to research with real world impact, particularly in the areas of digital wellbeing, online safety, and children’s rights. Through the work of DCU Anti-Bullying Centre, the University has established itself as a global leader in advancing understanding of bullying, cyberbullying, and the social processes that shape young people’s experiences in digital environments.
The panel will explore key issues including age-appropriate design, platform accountability, and potential regulatory approaches, while recognising the importance of supporting children’s participation, voice, and rights in the digital sphere.
Speaking about the appointment, Professor O’Higgins Norman said:
“I am honoured to contribute to this important European initiative. DCU’s research emphasises the importance of understanding children’s lived experiences online and ensuring that policy responses are grounded in evidence, inclusion, and respect for children’s rights.”
This appointment further strengthens DCU’s role in shaping international policy and practice, in line with the University’s mission to transform lives and societies through research, innovation, and engagement.
