They are an entity operating within the premises of Enterprise Ireland but under the authority of the Minister of Education and Skills. The fairs seemed to start around 2011 and have continued ever since. The State policy that instigated everything was called 'Investing in Global Relationships: Ireland's International Education Strategy 2010-15'. I've included a copy below, should you need to view.
