Dr. Tom Hickey works in the fields of constitutional law and political theory. He is the co-author of Constitutional Law: Texts, Cases and Materials (Clarus, 2019, with Dr. Oran Doyle), co-editor of Judges, Politics and the Irish Constitution (MUP, 2017, with Dr. Laura Cahillane and Dr. James Gallen), and co-author of The Political Theory of the Irish Constitution: Republicanism and the Basic Law (MUP, 2015, with Dr. Eoin Daly). He has published extensively in the areas of judicial power, the separation of powers and comparative constitutional law, including in journals such as the International Journal of Constitutional Law, Legal Studies and the Irish Jurist. He has contributed to public debates in relevant fields on broadcast and print media, including in the Irish Times and Journal.ie and in blogs such as the UK Constitutional Law Association blog and the International Society of Public Law (ICON-S) blog.
Tom joined the School of Law and Government in 2013, having previously worked at the School of Law, NUI Galway. He teaches in the areas of public law and political theory and won the President's Prize for teaching excellence in 2015. He was programme chair of the LLM (Master of Laws) from 2015 through 2018. He was a Visiting Professor at Université Montesquieu, Bordeaux IV from 2013 through 2018 and has also held visiting positions at Princeton University and at the University of Glasgow. Tom holds degrees from NUI Galway and Cambridge University.
