3. FP7 ICT Call 3

ICT Call 3 was published on 4th December 2007

The budget for the call is 265 M€. 

The closing date is April 8th 2008 at 17:00:00 (Brussels local time)

Most of the topics are self-explanatory, but for ease and clarity, I have included an overview of "ICT forever yours"  below.

 

ICT Forever Yours

The mass diffusion of digital systems and their pervasiveness in our everyday lives increases our expectations on the dependability, security and longevity of these systems.

This requires new built-in mechanisms for enhancing confidence in their usage, for protecting them from malicious intents and for preserving them from the threat of ageing, in the context of highly decentralised and incremental development and deployment practices. Projects should focus on one or several of the following:

·        Eternal Systems: to develop a theoretical and practical framework for extremely longlived systems, requiring minimal intervention and management to thrive in spite of changes in usage, host device, network context or data- and data protection formats.  Systems should be future proof, able to preserve and update their original functionality in a machine-independent way, and ultimately by being self-sustaining and evolving.

·        Knowledge, diversity and time: New approaches for eternal and reliable access to knowledge assets, in which knowledge parts are produced locally, but exploited globally, and are endowed with ‘a sense of time and context’ to make them robust against ageing, diversity of use and evolving semantics.

·        Secure and dependable software: methods and tools for high-level verifiably secure and dependable programming, and new metrics to aid assessability of the security and dependability of highly distributed and heterogeneous software or of ambient systems.

4. FP7 Ethics Overview

Ethical evaluation will form a key pillar of FP7. Research proposals that have successfully come through scientific evaluation are subject to an ethical evaluation. For the applicant, this means that ethical concerns must be identified and addressed within the proposal.

 

Proposals that ignore ethical concerns will be rejected - unlike FP6, the commission will not get back to the applicant asking for further information.  If the applicant has made a credible attempt to address the ethical issues, but some queries remain, clarification may be sought. However, it is important to remember that the panel will not be obliged to seek further information.  The proposal can be failed on the basis of the ethical information (or lack thereof) given in the submitted proposal. Best advice therefore, is to get it right first time.

 

For FP7 applications, Scientific Evaluators will be asked to fill out an “Ethical Issues Report” (Click here for a copy of the report) on proposals. This will examine proposals under 7 headings. The headings are listed below with links to the FP7 guide documents for those headings.

Other Ethical Issues

 

 

Certain types of research will be excluded from funding, other types of research will be automatically sent for a full ethical review, and further types of research may trigger an ethical review, depending on how they are handled. These areas are all indicated on the Ethical Issues Report.

 

Advice from Mary Fitzgerald (European Commission’s Ethics Review Team) is to view the Ethical Issues Table that must be submitted with applications as an opportunity to highlight how you have dealt with the ethical issues.  Answering “none of the above issues apply to my proposal”, will not absolve you from ethical evaluation. The evaluator will still examine your proposal and come to his/her own conclusions about whether or not your proposal raises ethical issues.  If they find that your proposal raises ethical issues, but you have answered “none of the above issues apply to my proposal” they will assume that you have no understanding of, or respect for, the importance of ethical considerations.

 

In addition, stock answers such as “the proposed research will comply with University, National and EU guidelines on data protection” will not be considered adequate. These kind of answers increase the chances of being referred for full ethical review.

6. Transfer from PhD Track to PhD Register

  • While there exists a form PGR3 for transfer from MSc to PhD, there has, until now, been no such form for transfer from PhD-track to PhD proper.

  • Registry have now devised a PGR11 form which can be downloaded here.

  • Note that the form needs to be signed off by the supervisor(s), examiner and then by HoS/nominee.

  • There are sections on the examination of the written report and oral examination, 'Comments' (inc. special conditions and/or guidance), followed by the recommendation itself.

8. Research Student Payments

Note from Tanya with regard to Research student Payments

 

ATTN: FACULTY RESEARCH SUPERVISORS

Hi All

I am now looking after all of these payments in our faculty. As such, to follow is an explantion of the process for this faculty in 07/08.

 

OVPR and the relevant administrators across the University have been working to try and simplify this process for all concerned parties. I, in turn, have met with the School Heads regarding

(a) the stipend payment process

(b) the related school tutor/demonstrator allocation and payment processes.

The aim was to try and achieve consistency across the faculty and eliminate any non value-added activity, where appropriate.

 

As such, we have agreed a streamlined procedure for 07/08. I am attaching two documents for your information.

The '07-08 SOP' document includes

(a) an explanation of and links to the relevant forms (just one for supervisors to complete!)

(b) bullet points outlining the changes made to the process for 07/08 across the faculty

(c) a list of actions and deadlines for supervisors for the 07/08 payment process.

 

 

Please note the following:

  • You will need to complete a *Scholarship Authorisation Form* (SAF) for each of your students in receipt of a stipend in 07/08 (whether they are new or continuing students).

  • The start and end dates on the form are the first and last date of their 07/08 payment run (as opposed to the start and end dates for their entire programme of study).

  • You will now also be required to detail BOTH their stipend AND tutor/demonstrator amounts on the SAF form. In order to do this, the Heads have agreed that the person responsible for the tutor/demonstrator allocations in each school will now include a field stipulating the amount of money each available student is to be paid for their tutor/demo load in 07/08. The school tutor/demo allocations will be completed and circulated by the end of the week immediately prior to the start of term on 24th (Induction Week). This will give supervisors plenty of time to complete and submit their SAF forms to me by October, 5th (and in turn, for me to check and get them to OVPR by 12th).

  • You should ask all students (new or continuing) on a stipend in 07/08 to complete the Revenue 'Scholarship Exemption Form' (SE). However, in order for a student to complete this form, they will need to know
