Quality in Irish Universities in the context of the Universities Act (1997)
The Universities Act 1997
The Act outlines the statutory basis for the quality movement in Irish Universities. The Act enshrines the understanding of quality improvement and quality assurance in a legislative framework for higher education. The spirit of quality and excellence that has traditionally characterised the Irish University system is acknowledged in the Act. Government and the universities have approached this important step with a blend of pragmatism and idealism in order to achieve a coherent policy that protects core values and acknowledges the rights and responsibilities of each. The Act called for specific action on quality and follows the approach already adopted by the CHIU pilot projects that predate and anticipate the Act. Both government and the universities acknowledged the value of ownership remaining with those involved.
